The decision by the United States to construct, in secret, two bases in Northern Ireland in beginning in June 1941,29 gave concrete expression as to how the United States was creating a new geopolitical structure that would facilitate trans-Atlantic operations.

War, geography and the new geopolitics

The attack on Pearl Harbour and Hitler’s subsequent declaration of war on the United States on 11 December 1941 brought into the public domain, for the first time, this expansion of the geographical scope of policy. Three months after the attack Roosevelt articulated the profound effect that this event had on US political objectives and subsequent strategy:

This is a new kind of war. It is different from all other wars in the past, not only in its methods and weapons but also in its geography. It is warfare in terms of every continent, every island, every sea, every air-lane in the world … We must all understand and face the hard fact that our job is to fight at distances which extend all the way around the globe … We fight at these vast distances to protect our supply lines of communication with our allies-protect these lines from the enemies who are bending every ounce of their strength, striving against time, to cut them.30
